1. If I already have a terminal is it possible I can have it programmed with my new merchant account provider?

If you find a new processor you will not be stuck with the hardware you can have it reprogrammed by your new processor since the hardware used is a machine to process transactions the software can be reprogrammed by any processor. If a sales person tells you that you will need a new terminal don't be so quick to believe them, as many old terminals still work today.

If you feel you are paying way too much for the service you are being provided feel free to shop around and find a new provider. In the end this is your business and your a valuable customer to the processors out there. They will fight to have your business.
