Of course you can, there may be a slightly higher fee because of the liability involved as the cardmember is not financially responsible for the card. Purchasing cards, Foreign Cards, and Corporate Cards are processed normally as non qualified transactions as explained before. This is why you pay slightly more for these types of transactions.
